State of the Union

Employees of large companies always navigate politics. SoU generates a dependent graph for any issue, and attempts to autonomously collect data via phone Calls/SMS/Whatsapp to resolve or understand it.

State of the Union

1. Executive Summary

State of the Union (SotU) was envisioned as an autonomous mediation agent designed to diagnose and repair organizational friction. The agent was accessible via a voice/text hotline where employees could report "unresolved issues" or "departmental ideas."

The agent's unique selling point was its active investigation: it would take a complaint, identify involved parties, contact them to "dig deeper," and build a relational graph to identify the root cause of the friction.

2. The Results

The project was tested across three departments over a few days. Quantitative and qualitative feedback revealed a fatal flaw in the user-adoption model:

  • Participation Rate: 4% (vastly below the 25% target).
  • Primary Usage: 90% of logged calls concerned "low-risk logistics" (e.g., pantry supplies, office temperature, hardware requests).
  • Interpersonal Data: <1% of calls addressed the "team issues" the project was actually built to solve.

3. Root Cause of Failure: The "Social Suicide" Barrier

The post-pilot analysis identified that the project failed due to Social Risk Incompatibility.

A. The Traceability Paradox

Despite marketing the agent as "anonymous," employees correctly deduced that interpersonal grievances are inherently traceable.

"If I complain that my manager is stalling my promotion, and the AI agent then calls my manager to 'dig deeper,' there is no level of anonymization that protects my identity. My complaint is a fingerprint."

B. Chain of Command vs. Snack Theft

Users displayed a clear "risk-to-reward" threshold:

  • Low Risk: Complaining about a stolen lunch or a broken chair. The social cost is zero; the reward is a fixed chair.
  • High Risk: Complaining about toxic leadership or departmental gatekeeping. The social cost is a ruined career; the reward is a "relation graph" that may or may not change anything.

C. The Group Dynamic (Union vs. Individual)

The project name "State of the Union" was found to be unintentionally misleading.

  • Individual Reporting: Posing a problem individually is seen as a social risk.
  • Group Reporting: People only feel safe complaining when it is a collective voice. Users reported that they would rather "bottle it up" and talk to their peers in private than be the first mover on a hotline, as the first mover bears all the social heat.

4. Final Verdict & Lessons Learned

We are killing Project State of the Union because software cannot solve a lack of psychological safety.

  1. Investigation is Agitation: The act of the agent "calling further" to establish a graph was seen by employees as "corporate surveillance," not "problem-solving."
  2. Anonymization is a Myth: In small-to-medium team structures, the context of the issue reveals the actor.
  3. Human Preference: Employees prefer "bottling it up" as a rational survival strategy over a "high-tech solution" that exposes them to social friction.
